Hotel Nacional offers a tour every morning at 10AM and this is the only opportunity to get to the terrace. The view from up there is definitely the best of the whole city. You can see Havana vieja, the different neighbourhoods, the malecon, the sea, the buildings… The tour includes a visit of the hotel itself, some famous rooms and of the revolution museum including the access to the army’s tunnels.
