This cat cafe is a bit pricey (1200 yen on weekdays, 1600 on weekends, 700 after 1900) but worth it for the whimsical way the cafe is decorated. You don't have to buy food since you pay to get in and there's no time limit. Kichijoji itself is worth the trek from Tokyo: it's full of cute shops and Inokashira Park is a really nice place to people watch. And if you feel the need to double down on whimsy the Ghibli Museum is a ~25 minute walk through the park. #catcafe
