Summer is awesome since you can enjoy the beaches. Try to avoid January since it's packed with tourists from Argentina, mainly. Spring should also be enjoyable but you won't be able to take a dip in the sea, which is generally cool.

Mmm.. don't know for sure. Summer usually has storms but generally clear up soon.

From my experience like maritime officer i can say that March is the rainiest season in Uruguay
