Every Tuesday, Friday and Saturday evening 700,000 LED lights on 30 high-rise buildings light up part of Hangzhou's waterfront; almost hourly. There is no entrance, no fee and no queuing for it. Given the open public spaces and frequency of the event on the promenade, it's probably no surprise one doesn't have to contend with concentrated crowds of people.
