Try Hashimi Hotel, in the Old Town. It's not too far from Damascus Gate. Clean, reasonable and very safe! Last time I was there they struck me a bargain twice over, almost halving the original price from 80 USD to 50. En suite and there is a great view from their roof top of The Dome of The Rock.
